Scope of this statement

This accessibility statement applies to the website of the Competence Center for Innovative Procurement (KOINNO) published under the domain www.koinno.de.

Legal basis

The legal basis is Directive (EU) 2016/2102, the Disability Equality Act (BGG) and the Barrier-Free Information Technology Ordinance (BITV 2.0/2.1).

Status of compliance with requirements

The website is partially compliant with the requirements of BITV 2.0/2.1 in conjunction with WCAG 2.1, conformity level AA.

A quick test (Lighthouse audit) and a cross-check based on the 98 test steps of the BITV self-test (as of August 2025) revealed:

• Fulfilled: 42 test steps
• Not fulfilled: 5 test steps
  • including contrast problems (1.4.3),
  • unclear link texts (2.4.4),
  • missing names for linked icons (2.4.4),
  • small target sizes for control elements (2.5.8).
• Not automatically testable / to be tested manually: 51 test steps

This means that barriers still exist in the following areas in particular:

• Partially insufficient color contrast between text and background.
• Links with unspecific labels such as “more” or only with symbols.
• Interactive controls (e.g., slider controls) with click/touch areas that are too small.
• Not automatically checked: media alternatives (subtitles, audio description), structuring of headings, keyboard navigation in detail, PDF documents.

All pages are potentially affected by these incompatibilities.

Planned measures

• Improvement of contrasts in navigation, footer, cookie banner, and headings.
• More precise and meaningful link texts (instead of “more”).
• Adjustment of control elements (slider control) to a minimum size of 24×24 px.
• Conducting a complete BITV self-test by independent experts to evaluate all manually verifiable criteria.
• Checking and improving embedded documents (PDFs) for accessibility.

A schedule for implementation will be drawn up in consultation with the developers.

Creation of this statement

This statement was created on August 21, 2025.

It was based on a quick scan with automatic tests (Google Lighthouse, WCAG 2.1 AA) and a comparison with the 98 test steps of the BITV self-test.

The statement is updated regularly, at least once a year.
